An aged App Store account is not an Apple Enterprise account

An aged Developer Program account still ships through App Store review. An Enterprise program, where it is even available, is internal distribution, not a fast lane. Check warnings and team members on aged desks. Check legal eligibility on Enterprise. “Instant review” is not a term we use.
